11th G20 Parliamentary Speakers’ Summit (P20) Joint Statement

Parliamentary leaders from G20 member states convened in Cape Town, South Africa, from 1–3 October 2025, issuing a joint statement focused on strengthening parliamentary diplomacy to advance global solidarity, equality and sustainability

They reaffirmed the central role of parliaments in promoting transparency, accountability and public representation in global governance, emphasizing multilateralism, democracy, human rights and inclusive development

Climate Action and Disaster Preparedness

The statement underscores urgency ahead of COP30 and calls for:

  • Accelerated action on emissions,

  • Strengthened disaster resilience, and

  • Expanded climate finance for developing countries, especially through the UNFCCC and Paris Agreement frameworks

Delegates stressed equitable financing mechanisms, transparency in allocation, and support for vulnerable populations, including women, youth and indigenous communities.

Food Security and Sustainable Agriculture

Parliamentary leaders highlighted sustainable farming, nutrition, and support for smallholders. They urged backing for climate-resilient agricultural practices, research into indigenous crops and equitable access to resources and technologies

Debt Sustainability and Financial Reform

Unsustainable debt was identified as a major structural threat. The statement calls for:

  • Systematic G20 action on debt vulnerabilities,

  • Reforms of multilateral development banks, and

  • Stronger parliamentary oversight of public debt and fiscal transparency

Developing nations’ representation in global financial institutions was emphasized.

Just Energy Transitions

Delegates stressed that clean, affordable energy access is essential to development. They called for:

  • Greater investment in renewable energy in developing regions, especially Africa,

  • Regional infrastructure and technology transfer, and

  • Policies ensuring inclusion of women, youth and marginalized communities in energy transition strategies

Critical Minerals and Industrialization

The statement recognizes the strategic importance of minerals necessary for energy transitions and supports:

  • Local beneficiation,

  • Sustainable value chains,

  • Industrial development, and

  • Safeguards for environmental and community rights

Sustainable Development, Rights and Governance

Commitments include:

  • Advancing the 2030 Agenda,

  • Strengthening multilateral institutions,

  • Aligning legislation with human rights treaties, and

  • Preventing discrimination and violence, particularly against women, girls, youth and people with disabilities

Parliamentarians reiterated support for responsible use of artificial intelligence to bridge digital divides.

Implementation and Communication

The statement confirms plans to:

  • Feed parliamentary perspectives into G20 structures,

  • Communicate outcomes to Heads of State and Government,

  • Recognize youth and women parliamentarians’ contributions, and

  • Support upcoming P20 presidencies in the United States (2026)

 

South Africa was commended for hosting, with acknowledgement of IPU support.
