Parliament Sets Detailed Agenda for Second Term of 2025

South Africa’s Parliament has released its comprehensive programme for the second term of 2025, outlining a robust legislative and oversight agenda for both the National Assembly (NA) and the National Council of Provinces (NCOP). The programme, adopted by the National Assembly Programme Committee on 30 April, details activities from late April through July.
Parliament will resume on 22 April, following a short leave and constituency period, with committee work taking place immediately. Plenary sessions begin on 6 May, focusing on commemorative debates for Freedom Day and Workers’ Day, along with consideration of appointments to the Independent Communications Authority of South Africa (ICASA).
The term’s legislative focus intensifies with budget vote debates scheduled from 13 to 23 May. Key dates include the introduction of the Appropriation Bill and the Division of Revenue Bill on 21 May, with final decisions expected by 26 June in the NCOP. Budget-related debates will feature departments across sectors, including the Presidency, Defence, Home Affairs, and Basic Education, through extensive mini-plenaries.
Question sessions with the President, Deputy President, and various ministerial clusters are spaced throughout the term, ensuring executive accountability. The Youth Parliament is slated for 13 June, aligning with Youth Month activities.
A dedicated constituency period will follow from 30 June to 4 August, offering Members of Parliament time to engage with constituents. The term’s closing weeks will be dominated by mini-plenaries focused on sector-specific budget votes and the Appropriation Bill’s final readings.
The programme reflects Parliament’s continued emphasis on legislative scrutiny, oversight, and public engagement ahead of the third term beginning in August.
