President Cyril Ramaphosa is set to appear before the National Council of Provinces (NCOP)  for a session of oral questions. This will mark his first appearance in the NCOP since the formation of the 7th democratic Parliament.

These oral question and answer sessions with the President, Deputy President, and Cabinet Ministers are held quarterly as part of Parliament’s annual schedule. They serve as a vital mechanism for parliamentary oversight, ensuring that the Executive remains accountable, as outlined in Section 92(2) of the Constitution, which mandates that Cabinet Members are accountable to Parliament for their actions and responsibilities.

The President will address a range of topics during today’s session, including:

  • The government’s approach to addressing the challenges posed by incomplete, delayed, and abandoned public infrastructure, and its strategy for a more integrated delivery of infrastructure to communities.
  • Steps taken to address stakeholder concerns before signing the second Presidential Health Compact.
  • Progress in combating poverty and unemployment, with a focus on youth unemployment, and the urgent measures being implemented to tackle these issues.
  • A response to recent comments by the Federal Chairperson of the Democratic Alliance regarding the Government of National Unity and the unity of purpose among governing parties.
  • Plans to address employment policies perceived as discriminatory against minority groups with critical skills seeking work abroad.
  • The impact of protection fees and business extortion on the economy and service delivery, particularly concerning schools and state infrastructure projects.

The session will take place today, 12 September 2024, at 14:00 in the NCOP Chamber, Parliament, and will also be accessible via a virtual platform.

Additionally, at 08:30, the Council will convene its Programming Committee to discuss the draft parliamentary programme, committee reports, and pending bills.
