On April 4, 2024, the Parliament of Rwanda officially closed its second ordinary session for the 2023/2024 legislative year, in accordance with the Constitution.

Dr. Kalinda François Xavier, President of the Senate, reported that the session saw the Senate upholding its constitutional duty to oversee the application of the fundamental principles outlined in Article 10 of the Rwandan Constitution.

Throughout the session, the Senate approved the appointments of three officials and passed four new laws, including an Organic Law outlining procedures for parliamentary oversight of government activities. The Senate also reviewed and commented on the revised law governing state finances for the fiscal year 2023/2024.

Speaker Mukabalisa Donatille of the Chamber of Deputies detailed the Chamber’s accomplishments, which included approving 18 bills, voting on 13 laws, such as the one regulating the National Electoral Commission, and reviewing five additional laws through Standing Committees.

In line with its oversight responsibilities, the Chamber of Deputies hosted the Ministers of Local Government, Trade and Industry, and Infrastructure, who provided verbal reports on their respective portfolios.

The joint plenary session was addressed by Prime Minister Dr. Ngirente Edouard, who highlighted the government’s initiatives in the economic recovery process following the Covid-19 pandemic.
