B-BBEE Commission Unveils 2023/24 Progress, Challenges, and Strategic Plans

Pretoria, South Africa – 13 May 2025 – The B-BBEE Commission has released its consolidated performance and planning report, detailing activities, achievements, and compliance status for the financial year ending 31 March 2024. The report highlights operational milestones, regulatory oversight, and future strategic directions as part of the Department of Trade, Industry and Competition’s (dtic) ongoing economic transformation initiatives.

According to the report, the Commission achieved a clean audit opinion from the Auditor-General of South Africa, underscoring sound financial management and compliance with legislative frameworks. Despite a constrained fiscal environment, the Commission achieved 88% of its annual performance targets.

The report outlines progress in areas such as investigations into fronting and non-compliance with B-BBEE legislation. The Commission completed 14 investigations, issued 10 findings, and entered into four settlement agreements. A total of 49 complaints were received during the year.

Proactive monitoring efforts led to the assessment of 1,274 B-BBEE compliance certificates, of which 773 were found to be compliant. The Commission also verified 1,132 B-BBEE transactions above the R25 million threshold, in line with statutory requirements.

In its advocacy and stakeholder engagement functions, the Commission hosted 17 education and awareness sessions, reaching over 1,500 participants. It also facilitated training for 179 public and private sector stakeholders.

Key challenges identified include delays in legislation finalisation, limited enforcement tools, and resource constraints affecting the Commission’s ability to respond to increasing demand. Recommendations include a review of the legislative framework and enhanced capacity for monitoring and enforcement.

Looking ahead, the Commission plans to focus on leveraging technology, strengthening compliance mechanisms, and enhancing transparency in reporting. Strategic goals include improved service delivery, enhanced stakeholder engagement, and the integration of B-BBEE objectives into broader economic recovery efforts.
