Call for Public Submissions: Special Appropriation Bill [B22 – 2025]
The Select Committee on Appropriations (National Council of Provinces) invites stakeholders and interested parties to submit written and/or oral comments on the Special Appropriation Bill [B22 – 2025].
The Bill was introduced by the Minister of Finance on 26 September 2025, in accordance with the Money Bills and Related Matters Act, No. 13 of 2018, which requires Parliament to hold public hearings and report on all appropriation bills.
The Special Appropriation Bill seeks to:

Allocate additional funding to the Vote of Health for the 2025/26 financial year;

Address the funding shortfall caused by the withdrawal of international donor support to the health sector; and
-
Provide for related matters to ensure the continued delivery of essential health services.
