President Julius Maada Bio Prorogues First Session and Opens Second Session of Sixth Parliament
On Monday, August 5, 2024, President Julius Maada Bio officially prorogued the First Session of the Sixth Parliament of Sierra Leone and announced the commencement of the Second Session. This transition took place during the State Opening of Parliament on Tuesday, August 6, 2024, at the Chamber of Parliament, Tower Hill, Freetown.
The First Session of the Sixth Parliament has been marked by significant legislative achievements. From August 3, 2023, to August 5, 2024, Members of Parliament (MPs) have passed several critical bills, ratified numerous loans and agreements, and made strides in enhancing the nation’s socio-economic framework.
Since its first sitting in July 2023, the First Session has seen considerable legislative activity. Over fifty-eight plenary sittings were held, during which more than seven key bills and twelve statutory or constitutional instruments were enacted. The Parliament also ratified approximately thirteen loans, grants, and agreements, four protocols, conventions, and treaties, and approved over one hundred and fifty presidential nominees, demonstrating a high level of productivity.
Notable achievements include the unanimous passage of the Prohibition of Child Marriage Act 2024. This private member’s bill, introduced by Hon. Mariama Munia Zombo, received Presidential Assent on July 2, 2024. The Act aims to prohibit child marriage, protect victims, and address related issues, reflecting the compassionate leadership of First Lady Fatima Jabbe Maada Bio.
Another significant legislative accomplishment was the enactment of the Criminal Procedure Act of 2024, which replaces the outdated Criminal Procedure Act of 1965—a review process that had been underway for over 20 years. Additionally, the National Monitoring and Evaluation Agency Act 2024 was passed to ensure greater accountability and transparency in public funds management. The Anti-Money Laundering and Combating Financing of Terrorism Act 2024 was also enacted, enhancing the capabilities of the Financial Intelligence Agency.
On the economic front, the Parliament ratified a $55 million industrial zone agreement with Arise IIP on July 5, 2024, aimed at boosting the economy. The First Session also approved a $2 billion concession agreement with the Gento Group for the development of a seaport and logistics hub, reflecting a commitment to economic growth and job creation.
Following the resignation of former Speaker Hon. Dr. Abass Bundu, Hon. Segepoh Solomon Thomas was elected as the new Speaker, and Hon. Ibrahim Tawa Conteh was chosen as Deputy Speaker in May 2024. Additionally, Clerk of Parliament Hon. Paran Umar Tarawally, reinstated following an investigation by the Anti-Corruption Commission, read Proclamation 2024 during the State Opening.
The current composition of the House includes 81 seats for the governing SLPP, 54 for the main opposition, and 14 Paramount Chief Members, totaling 149 members.
As the Second Session of the Sixth Parliament begins, there is optimism that the continued dynamic leadership will advance progressive legislation for the benefit of Sierra Leone.
