Parliament to Deliberate Crucial Revenue Bill Amidst Focus on Equitable Funding and Service Delivery
CAPE TOWN – The National Assembly (NA) is set to convene this afternoon, Thursday, June 26, 2025, to deliberate on the 2025 Division of Revenue Amendment Bill (B9-2025). This pivotal piece of legislation, which governs the allocation of nationally collected revenue across national, provincial, and local spheres of government, is crucial for South Africa’s cooperative governance framework and equitable service delivery.
The Bill, prepared by the National Treasury, seeks to amend the Division of Revenue Act of 2025, aligning it with the Money Bills and Related Matters Act of 2009. Its core function is to ensure a fair and efficient distribution of public funds to address pressing service delivery needs, narrow existing inequalities, and bolster key development priorities across the country.
Through various mechanisms, including conditional grants, equitable shares, and other specialized allocations, the Bill empowers provinces and municipalities with the necessary resources to fulfill their constitutional mandates in vital sectors such as healthcare, education, and infrastructure development.
The NA plenary session, taking place at the Cape Town International Convention Centre (CTICC) at 14:00, will also feature a debate on the International Day against drug abuse and illicit trafficking. The debate, themed “Breaking the Chains – Prevention, treatment and recovery for all,” will highlight global efforts and national strategies to combat the pervasive challenges of substance abuse.
